Deus Vult! - Vatican Bulls

Nations with Vatican Influence, in addition to bidding on resources, may attempt to spend influence directly to suggest various edicts, or Bulls, to the Pope. Each type of Bull has a minimum number of Influence Points which need to be spent for the Bull to even be considered. In many cases, that number will be far more than a single nation can afford. Thus, nations are allowed to pool their influence to spend on a particular Bull. All players supporting the Bull must include information on the Bull in their Orders. The Type and Target of the Bull must match up exactly. Finally, one nation is chosen to propose the Bull, and all supporting nations must note that primary nation in their orders.

If enough influence is spent, and the target of the Bull is an eligible one, the Bull enters the next phase: The Blocking Phase. If a Nation is eligible to Block, that nation may spend Influence in an attempt to cancel the Bull before it is fully considered. Any Influence spent by the Blocking Nation subtracts from the Influence spent by the Proposing Nation. If the new total of Influence is less than the required Cost, the Bull fails outright. As above, other nations may support the Blocking Nation by spending Influence in tandem with the primary nation. If enough Influence still remains with the Bull after the Blocking Phase, it continues on to the Voting Phase. The Blocking Phase is also the time to bid for the votes of Vatican Invested Cardinals.

Example: The Kingdom of Denmark, tired of the constant raids by the Scottish Fleet, appeals to the Pope for a Trade Embargo targeting the Kingdom of Scotland. Denmark spends 8 Influence for the proposal. Sweden, Norway and Saxony, all having felt the sting of the Scottish Pirates, spend Influence in support - 10, 8, and 7 respectively. This brings the total influence for the Bull to 33, more than enough to meet the base cost of 20. The following turn the Bull is announced to the Roman Catholic grouplist. Now, Scotland has a chance to Block the Bull by spending his own Influence. He spends his full amount of 5, and bribes the Kingdom of England to support his block with 7 influence. This lowers the total Influence of the Bull down to 21. That number is still greater than the base cost, so the Bull goes to the voting phase.

In the Voting Phase, each Nation controlling an Invested Cardinal gains one vote per sitting Cardinal. Included with their orders should be a For or Against vote. Each invested Cardinal may vote once for each Bull. Cardinals which fail to vote, or are not controlled by any nation, vote by making a loyalty check. Success means a For vote, failure means Against. If there are more total For than Against votes, then the Bull is passed and goes into effect. If there is a tie between the votes, the Bull is postponed and a vote happens again on the following turn. Otherwise, the Bull fails.

Only one of each category of Bull (Major and Minor) can be in progress at any given time. If multiple Bulls in each category are proposed, the one with the most influence assigned in each category is the one that goes through. Influence used on unconsidered Bulls are not spent. Once a Bull has been proposed, no other proposals in the same category will be considered until the Bull has either been Blocked or Voted on.

Example: Two Minor Bulls are proposed in the same turn: a Consecration (10 Influence spent) and a Noble Investiture (17 Influence spent). The latter, having more influience, is the Bull considered. The 10 Influence spent on the Consecration Proposal are returned to the Nation(s). Once the Noble Investiture has been blocked or voted upon, the Nation(s) are free to propose the Consecration once again.

Single Marriage
A specific marriage undertaken by a Catholic Nation is targeted by the Bull. The marriage in question must be considered scandalous. That includes: Marriages to non-Catholics, Marriages which have produced no Children, Scandals caused by Random Events, Illegitimate Children or Conceal Fact (Spread Rumor) actions. If the Bull is successful, the marriage is annulled. The marriage effect is cancelled, the spouses return to their separate countries, and any children of the union are considered illegitimate. If Catholic, the spouse may not remarry into the old partner's family. May be blocked by the Marriage Partners.

If the Bull is successful, the targeted Catholic Nation must pay a one-turn 10% tithe to a second Catholic nation against whom it has generated the largest disparity of Casus Points. May be blocked by the Target Nation.

The nation calling for the Bull receives the credit for their next II Bonus. The nation hosting the site receives the credit for the increased Papal Influence Maximum. The location must be able to support the new site as per the population requirements. May be Blocked by the Location's Owner.

Bestow Title
Catholic Nation (Monachy)

The Pope grants a secular title upon a deserving nation. To be eligible for a new title, the nation in question must possess a minimum number of friendly or pacified territories. In addition to the title, the Pope will gift the nation with some sort of national construction (PWB, City Expansions, Projects, etc). The higher the title, the better the construction.

The Pope rescinds a title from a nation which no longer qualifies (as per the Bestow Title requirements) for the honor. If the Pope had granted a gift to the nation during the bestowment of the title, that gift might be rescinded. May be blocked by the Target Nation.

The Bull must target both a Vatican controlled Archdiocese, and a non-active, unmarried Roman Catholic leader. If the Bull is successful, the leader in question is invested as the Cardinal of the Archdiocese, giving the leader's owner control over how the Archdiocese votes for future Papal Bulls for the duration of the new Cardinal's life. May be blocked by the owner of the Archdiocese.

If the Bull is successful, the targeted Catholic leader is ousted from the Church. He is eliminated from the owning nation's stat sheet. The leader must have undertaken an aggressive action against another Catholic Nation, or at least been framed of one through Conceal Fact actions. May not be used against H or K/Q leaders. May be blocked by the Leader's Owner.

If the Bull is successful, the targeted leader is declared a Saint by the Pope. A Relic is created for the new saint and put up for Bid. The more influence spent on the Bull, the more potent the Relic. The leader in question must have accomplished something for the greater Catholic good.

If the Bull is successful, all Trade Routes between the target and any Roman Catholic Nations are shut down for a period of three turns (15 years). If the target is a Roman Catholic nation, they must have a history of aggression against other Catholics (shown by disparate CB Points). May be blocked by the Target Nation.

If successful, the Bull ejects the targeted Ruler from the Church. All non-friendly/homeland Catholic Locations held by the nation immediately degrade to Tenuous Control and remain as such for the duration of the Excommunication. When the Ruler Dies, there is an increased probability of Dynastic Failure. The Ruler must show a history of aggression against other Catholics (shown by disparate CB Points gained under his rule). May be blocked by the Target Nation.

If successful, the Bull revokes the excommunication of the Catholic Ruler. Each non-friendly/homeland location immediately makes a revolt check to see if it reverts to Full Control. The Ruler must have successfully used the PAY action to decrease his CB points accrued against other Catholic Nations.

If the Bull is successful, the targeted Christian Nation will have an easier time of converting to Roman Catholicism. If the nation converts on the following turn, the Homeland and Capital will automatically convert, and other locations will receive a bonus conversion check. The targeted Nation is under no obligation to make the conversion whatsoever.

A severe form of Excommunication, success of this Bull condemns every citizen in the targeted nation. The effects listed under Excommunicate Ruler and Trade Embargo both apply to the realm for the duration. In addtion, every location but the capital must pass a revolt check each turn or degrade one level. The Nation must show a significant history of aggression against other Catholics (shown by disparate CB Points gained under his rule). May be blocked by the Target Nation.
