The situation: after repeated Bad Harvests due to a prolonged drought throughout the Middle East starting ~2200 BC, the once-powerful Akkadian Empire has fallen. The barbaric (in the opinion of everyone else in the area) Gutians, having raided with increasing impunity, finally overran Akkad itself (Lords region of Mesopotamia) sacking and burning its capital of Agade - so thoroughly in fact the ruins have never been discovered. The Gutians, unable to efficiently use their conquests, were in turn defeated by Uruk, and the political situation returned (more or less) to how it was before Akkad conquered the area.
