ANNOUNCEMENTS AND GM COMMENTS
Welcome to Lords of the Earth, Campaign 31! This is a game of empire building set in an historical setting. You will have the chance to control the rise and fall of empires through political, economic, military, espionage, and religious activities. Since this is an open-ended game, covering a span of centuries, you will have the opportunity to do pretty much anything you can imagine.
I'm shooting for a 3-week turn-around for this campaign - two weeks for you to submit your orders and one week for me to process them. Maps are available on the Lords-31 website.
If you want to submit material for the Newsfax, either as the "mouthings of the emperor" or as background material to help me write things up, by all means do so. However, I reserve the right to make necessary changes.
That brings us to the status and execution of NPN's and positions that fail to turn in orders. I will use my "best" judgment in these circumstances; if the players near this position are actively participating, then the NPN will be very passive, concentrating on PWB and investments. If the nearby players are not very active then the NPN will move out and try to DP the adjacent regions.

RULES ERRATA AND REMINDERS
Colonization: Any region that is cultivated or has been cultivated and is less than 2 GPV can be increased in value up to 2 GPV for the cost of 15 gp and 15 NFP per GPV of increase. Any named island can be colonized to 1 GPV.
Mercs: Countries can hire out their troops as mercenaries as long as they provide a leader to go along with them.
Holy Roman Empire: National regions inside the Holy Roman Empire need not be contiguous in order to maintain control over them, though distance requirements are still in effect.
Mercantile Combines: A Mercantile Combine can trade with interior countries provided they have at least a BO in a city of the interior country and can reach a port city with at least a BO in it. The BO in the interior country can be no further than 1/2 their tech level in action points away from that port. In addition, that combine can conduct trade for the interior country by allocating MSP to that route, indicating a level of transportation assets committed to servicing that route. This conduit will count as one conduit for overseas trade.
A clarification to the rule book: a combine can only handle
one side of the trade between two nations. It is the
responsibility of the combine to redistribute income from the
routes his handles for his clients. Trade income received in turn
2 will be redistributed by the combine in turn 3.
Religious Orders: New status codes will be applied to religious orders. They are similar to Primate control statuses except they will allow for a slight increase in the amount of NFP generated. Also, the Religious Primate and a Religious Order (of the same religion) can maintain a status level in the same region or city. However, the Religious Order status cannot go higher that monastery (rmn) if the Primate has a monastery (mn) of its own. No two Religious Orders can maintain higher than abbey (rab) in the same region or city.

James I
DIPLOMACY: None
Robert saw to the continued prosperity of his people and to the
growth of Edinburgh. Robert sent Brian looking for secret
locations and his report was most enlightening. Robert was so
surprised at the news that he had a seizure and died on the spot.
James, his son, grieved the required period and then firmly grasp
the reigns of power.

Henry V went to Dyffed to try to heal old wounds, with some
success. The English allies were seen searching vigorously
throughout the countryside in search of...? The
Earl of Northumberland, after years of faithful service as
an able administrator, wants to make his
mark before he reaches old age, so he sets off to pursue the old
legends about Leif Erikson by searching for the route to the
Faeroe Islands. He was never heard from again. Bands
of thugs were seen in Mercia banging heads and making a nuisance
of themselves; some said they were looking for Jesuits, but no
one had seen Jesuits before -- what do they look like?

Queen Margaret rules her kingdom with a gentle hand; she throws a
huge birthday party for Olaf when he comes of age and takes his
place as the Crown Prince of Denmark. She gains friends in Norway
and Skane and allies in Uppsala and Stockholm. Ties are decreased
with Kimya and Vaasa while the military is restructured and
redeployed.

THE KINGDOM OF FRANCE
Charles VI
DIPLOMACY: Calais (ea), Brittany (f), Gasgony (f), Orleans (f),

Charles sent gold to England in payment for Calais as he
strengthened his hold on the city. Brittany, Gasgony and Orleans
became lands of the Crown, while the city of Narbonne signed an
economic treaty with the King.

DIPLOMACY: Vermandois (a), Nivernais (f), Luxembourg (a), Nancy

The Duke orders the wall of Antwerpen and
Luxembourg torn down to make room for growth and economic
expansion. The cities of Gent and Nancy grew a level. The Duke's
agents went throughout the Duchy, binding the cities and regions
tightly to the Duke.
Philip the Good, ruling in Dijon for his
father, issued the following statement, "The Holy Church and the Catholic Orders are
invited to build holy sites in the Burgundian Realm with one
exception: for security reasons the capital Dijon will be
excluded from this. As a consequence the Hussite Church in Dijon
will be closed and relocated to Nancy." In addition,
"The trade of Burgundy is handled by the Hanseatic League,
so no other combines will be allowed to build offices in
Burgundian territory."

Clement focuses his attention on the reunificiation or conversion
of the Orthodox Greeks and Turks. The Jesuits have been placed

The Swiss relinquished Tyrol to Bavaria and redeployed their
forces. A wary eye was cast to the east where a unsteady truce

Frederick brought the city Magdeburg fully into the Duchy. He
also convinced the Pomeranians to recognize his authority over
the Polish Crown.

Wenceslas conducts a full court press (then stops to wonder what
that is?) in wooing Alsace. He convinces them to become full
allies. An unfortunate hunting accident killed the Meissen Count;
to make bad news even worse, his son was no fan of Bohemia and he
rejected Bohemian control completely.

HUSSITES - Order of the Cross and Cannon
Jan Hus
DIPLOMACY: Churches in Utrecht, Alsace, Pest, Buda; Abbeys in
Holland, Warsaw, Burgundy, Nancy; Monasteries in Poland, Bakony,
Alfold
Hus went west to broaden the power and influence of the order,
while Koranda and Ziska went east. The Hussites received gold
from many, sent gold to many and helped Poland and Burgundy
improve their military technology.

THE KINGDOM OF HUNGARY
Sigismund, King of Hungary, Holy Roman Emperor
DIPLOMACY: None
The Emperor continues in his duties as King of Hungary. He
announces with pride his eldest Son Sigmund as Heir to the
throne. The relationship between Hungary and the Ottomans had
been close to the brink of war, or at a state of warfare many
times. The Turks over the past decade had made a remarkable turn
around and showed signs of converting to the Catholic faith
besides. Given that situation the Emperor had decided to show his
support and take a leap of faith in his duties. He would send
Rivmyr with the Emperor's siege train to Constantinople. Rivmyr
was hoping this would be a more successful campaign than the last
one and that he would return home with life and limb once again. (See

THE KINGDOM OF CASTILE
Enrique III
DIPLOMACY: Andalusia (a)
Enrique gained the rutters to Cape Verdes Islands from Navarre
and sent colonist to the islands to claim them for Castile. He
also ordered Granada colonized, much to the concern of the local,
but sufficiently cowed locals. He also spent considerable effort
to locate Jesuit hides in Castile, but nothing definite was
discovered. All trade was rebased out of Madiera.

THE KINGDOM OF ARAGON
Pedro IV
DIPLOMACY: Sicily (ea), Togo (nt), Idjil (nt), Bir-el-Khazaim
(c), Terhazza (c)
Pedro gathered the significant fleet of Aragon and headed east to
lay siege to Constantinople. (See Byzantine Empire) He
also ordered his influence and reach to spread down the African
coast, reaching as far as Togo. He also joined with Portugal to
build a port city (Heirro) in the Canary Islands.

Raymond shared his rutters with his neighbors and searches for
others. Raymond also announces the future marriage of his
daughter to Edward I of Portugal.

the Swiss. Avignon is brought fully into the fold. Doria was
blessed with a son in 1414.

DIPLOMACY: Erpius (t), Monemvasia (ne)
The Doge sends reinforcements to Austria and joins in the fun at
Constantinople. (See Byzantine Empire)
Diplomatic efforts bring Erpius closer but the people of
Monemvasia will not budge due to religious differences.

Isralo continued to strengthen his army and moved to backup the
Alliance and League. He struck a more extensive contract with
Genoa regarding trade. Leonardo became the proud father of a very
healthy girl.

Lorenzo establishes a stronger contract with Genoa and moves his
forces to backup Austria and the League. Lorenzo is blessed with

DIPLOMACY: Alexandria (bo), Heraclea (bo), Phocea (ci), Takrur
(mf), Bissau (mf), Campania (mf), Naples (mf)
Grimaldi continues to strengthen his influence across the
Mediterranean basin, signing a contract with Castile. His reach
now extends to Takrur. Grimaldi was not pleased when he heard the
news of an attack on the Alexandria branch office; damage was
minor and evidence pointed to the Islamic merchants that are
rumored to be based somewhere south of Arabia.

THE KINGDOM OF POLAND AND LITHUANIA
Jagiello, Duke of Lithuania and King of Poland
DIPLOMACY: Courland (f)
Jagiello takes part in the Euro-search for the "Son of
Urban," but to no avail. He then woos Courland into full
members of the Kingdom. His forces are once again reorganized and
redeployed and he hires mercenaries to back them up. Trade is
initiated with Denmark and Scotland as well as received from many
of the Duchies of the Empire.

THE TEUTONIC KNIGHTS
Conrad von Jungingen, Grand Master
DIPLOMACY: Lithuania (rca), Saxony (rab), Lorraine (rch)
Conrad rules and reacts to invasion of Teutonic Lands (other than
Danzig). Ulrich travels to Lithuania to create the first Teutonic
Cathedral. Religious presence is strengthened in Saxony and
established in Lorraine. While under the pretense of taking armed
service, Jurgen investigates Latvia for signs of Secret Empire
presence. More ships are built and leased to the Hanseatic
League.

Alexander builds a fortress in Novgorod, reorganizes his army and
joins Western Europe in the Renaissance.

Basil II occupies Seversk and starts the process
of recolonization of the region.

THE KHANATE OF THE GOLDEN HORDE
Toktamish
STARTS WITH: Bolgar (fa)
In a gesture of magnanimity to the Russians, the Khakhan ceded
to them the provinces of Seversk and Murom. However he will
maintain a claim to Mordva. Toktamish picked up
his canal garrison and returned home via the Black Sea coastline.
The army encamped for several weeks outside the Genoese port of
Tana, creating a vast tent city sprawling from the eastern gate
to the plains below. The troops performed "defensive"
maneuvers before continuing south and then home.
On his return home, the Khakhan listened late one evening to the emissary from an organization calling itself the "Sons of Urban." After hearing this man, who gave his name as Fabrizio Sforza, Toktamish conferred with the visiting clerics and his councilors. The Beg of the Kipchak leaned away from these advisors and faced Sforza. Smiling, Toktamish enquired as to his guest's home address, as a gift would be sent. The suddenly confident Italian provided this, and was ushered out. Rising, the Khakhan motioned for the captain of his guard, a wiry blond Cuman named Oghul. Toktamish quietly said he regretted that Sforza had taken food in his tent, and that Oghul should invite the visitor to his tent. For questioning. Oghul raised his eyebrows, Toktamish nodded, and the guardsman smiled, showing strong white teeth and the cold blue eyes of a wolf. The Beloved of Tengri slept well that night, lulled by the sounds from the tent of Oghul, knowing a report would be forthcoming on the morrow. The Italian would not be seen again until his salted head arrived on a doorstep in Milan.
In the morning, the Khakhan dictated a statement for all the
ambassadors to his court: Secrets are common. Some are good,
some are bad. And some are evil. Secret organizations, because
they deny their Lord his sovereignty, are always evil and will
not be left standing. They are a dark gift of the Night Khan, who
fights Tengri for mastery of the Earth. Any members of these foul
secret empires found in our lands will find the same fate as our
late Italian guest.

THE PRINCIPALITY OF SERBIA
Stephen Lazarevich
DIPLOMACY: None
Stephen carries the war to the Byzantine food basket, taking
Thessaly and Attica against light resistance. He sends Lord
Ragnor, with the siege troops to support the attack on
Constantinople. The Serbs take advantage of their newly acquired
port of Thessaloniki to trade with many neighbors.

THE BYZANTINE EMPIRE
Manuel II
DIPLOMACY: None
Manuel ordered massive conscription to build up the navy. With
over 100 warships, he sent his son Alexander and Gustavo to go
seek out the Ottoman fleet. They found the combine Ottoman and
Knights of St. John fleets moving towards Constantinople.
The Greeks tried to sweep the Ottoman right and partially
succeeded. Just when the Ottoman fleet was about break, they
sighted a Venician squadron and the Aragonese fleet of about 60
war galleys and rallied. Although these new forces gave the
numbers to the Ottomans, the Greeks pressed their initial
advantage. After several more hours of intense battle, the Allies
lost the stomach for the carnage and withdrew back towards the
Ottoman coastline. The Allies lost over a third of their ships
while the Greeks lost over half on their irreplaceable vessels. (See

Paul hid from the Turks while sending his agents to prepare for
the post-Byzantine world.

THE OTTOMAN SULTANATE
Sulieman, Shield of Christ and Emperor of the Ottomans
DIPLOMACY: Galatia (a)
Bayazid reorganized for a final blow against the Byzantines. He
had Hungarian and Serbian engineers and plenty of help on the
sea. As his army crossed into the region of Constantinople, he
faced one of strongest regional fortification systems in the
world. Not daunted, he pressed forward in what quickly turned
into a battle of attrition as each fortification was reduced in
turn. While he struggled through these forts, the Byzantine main
army was held in reserve, waiting for the chance.
Sulieman, finally broke through the fortifications, only to
see the Byzantines withdrawing to the city. Without an effect
naval blockade, he knew he couldn't force the walls. It looked
like the Byzantines had won at least a short reprieve. He was
please to here that the city had gone on rations as food supplies
were running short - despite the Mameluke's generosity with their
grain shipment.

Hamir stayed at home and tried to improve the lot of his people.

THE KNIGHTS OF ST. JOHNS
Juan Fernandez, Grand Master
DIPLOMACY: Cyprus (rab), Provence (rch), Valencia (rch)
The Grand Master agained moved to blockade Constantinople and
this time the Ottomans showed up, along with a few friends. (See
Byzantines) A foundation of a port was built in Malta as
wellas churches in Provence and Valencia.

DIPLOMACY: Mesopotamia (f)
Shah Rukh turned out to quite the administrator; he reorganized
the government (Imperial), gained friends in Mesopotamia and saw
learning rejunjevate itself through out the Emirate.

THE BLACK SHEEP TURKOMANS
Kara Usuf
DIPLOMACY: None
The Black Sheep Turkomans kept to themselves and tried to avoid
the battles to the west.

THE MAMELUKE SULTANATE
Bartuk Malik-al-Zahir
DIPLOMACY: None
Bartuk acknowledged the new treaty with Abyssinia and announced
that all children of slaves were to be considered free-born. He
also slipped in some grain to Constantinople before the blockade
shut everything down. He also focused on reforming his religion
in order to bring a rennaissance upon Islam which has suffered
under Mongol oppression for almost 200 years in an attempt to
make it once again the great religion of science and learning it
once was.
But, before all that was completed, let's go have some fun. Bartuk, himself, invaded the regions of Lybia and Ad'difah; enslaving both regions and bring them back to Egypt to fix up the place. While the Christian fleets were occupied with Constantinople, Bartuk sent General Azim and Admiral Al Farah to conduct slave raids on the Ottoman coastal provinces of Bithnia and Lydia. They quick speed homeward at the first sight of a Christian fleet.
Hasan Ksafa was sent with over 6,000 troops to Adana where he
launched attacks into Pamphlya and Phrygia, collecting slaves and
loot as he went. When he arrived at the Ottoman capitol, he
forced the newly acquired slaves to assault the walls of the
city. The city's defensives were so powerful that the assault
lasted barely 20 minutes before all the slaves were dead. No
harm, no, what's the word? Hasan saw that he could do no more
damage here so he withdrew his main body back to Adana.

Haidar continues to consolidate his hold on his new land,
investing heavily at improving the standard of living of his
people.

The Khan tries to consolidate his territory by spreading the new
faith to the doubters amongst his people.

The Sultan gains the economic power of Chitor as well as
improving the conditions in Delhi, itself.

The Shah brings the Word of Allah to the pagans of Anhivarta,
Surashtra and Edrosia.

peasants of the region and orders a census be taken. In 1414 his
son comes of age.

Bulal concentrated on opening trade with his neighbors and
bringing the pagan Hindu to the ways of Allah. While
celebrating the success he had won in Gaur, Lord Haje died while
choking on some wild fowl.

Sangramaraja strengthen ties with the inland provinces and

Firuz Shah concentrated on the affairs of his state. He looked
with going concern at the increase in power of the southern Hindu
states.

Devaraya moved to secure the Hindu lands in
the south of India and to ensure that future trade routes were
assured. Chera was the key to the western
routes. Madurai would be the key to the eastern routes. He looked
longingly at Vengi, but had sworn an agreement with his Hindu
neighbor and knew in his soul that it could not be violated.
Devaraya worked at building his nation's economy. He saw
it flower into the promise that his forefathers had predicted,
but he would not see the end of the journey. He died in his
sleep, knowing he had started the Empire down the trail of glory.
His son, Radjya, smoothly took the reigns of power and all paid
him homage.

Viaya tired of the arrogance of P'ayao and his court of weak need
supplicants. His agents were sent to ambush P'ayao and his
advisor as they reacted to the Champan invasion of Phan Rang.
They agents were veterans of Angor and they caught the King just
as he left the city proper. (See Khemer)

Khemer prepared for the worse. And it finally came. P'ayao was
caught in a hail of arrows, all of them poisoned with venom from
the deadly king cobra. Without the King, the army fell back into
the city. Tales of slaughter came in from the remnants of the
Phan Rang garrison. With news of the approach of the Champan
army, the Khemer people turned to the Thai to save them.

Int'araja took advantage of the chaos in Khemer to gain that
region and its city in exchange for the hand of his daughter and

diplomatic efforts in Dai Vet fell on deaf ears.

THE MAJAPAHIT KINGDOM OF JAVA

The ready agreement of the Malaccans to join with
Java in a defensive alliance had exceeded his wildest
expectations. And he wasn't a man given to flights of fancy. In
recognition of their friendship the Javan ruler pledged to
buttress their security and extend their realm by joining a
co-operative diplomatic foray into Kedah.
While the Ayuthians to the north appeared not to have any aggressive intent towards their southern neighbours, the two Hindu leaders remained watchful. Bahavijaya also showed concern over the fate of the lowly Khemer. But the king kept such worries to himself. There was certainly no sign of any inward disquiet during the magnificent ceremony held in Sunda to mark his son Tadarava's appointment as Bahavijaya's heir.
Happiest of all were the Javan traders. Only
after the first few profitable runs between their home ports and
those of the Ming Empire did they fully appreciate how lucrative
this commercial route could be. And things only got better when
the rise in Sunda's population produced even more finished goods
on which to turn a profit.

Paramesvara remained the center of Javan affections; not only was
he courted but Javan diplomats even helped him convince Kedah to

representatives arrived in time to watch the dissolution of
Khemer; using their own initiative, they traveled down to Phan
Rang to meet with the Hindu warlords.

entertains the Buddhist holy man and allows him to talk to others
in his court.

Yung Lo settles many household matters and looks to improve

Trade initiatives begin with "some" of the Ming's
neighbors. Preparations are made for major construction, slated
to begin in four years. In response to a plea for help from the
Holy One, the Ming collect an Offering to assist the enlightened
one's cause. Chintang, Prince of Szechwan, is made the Prince of
the Realm.

in Tz'uk'an to a cathedral.

Nasir dedicated the entire resources of his Empire to convince
Songhay that reunification was not only desirable but inevitable.
Naseem came of age in 1415 and then joined his father at the
Songhay court and issued the following decree:

"The time is upon us to once again restore the glory of Islam. For the Blessed One shall bestow upon us the power of what is good and Holy. Amongst us in this time of great prosperity and enlightenment the Unbelievers grow strong.......we shall not stand idle. The power of Allah shall guide us united to follow His way, to show others His way. The time for Reunification has arrived. The power of the Word shall bind us together to follow the true goal...."
"In respect to the Songhay people ... the government, universities and treasuries shall be consolidated into a more Centralized form, based around the new and shining capital of Timbuctu the ancient jewel of the Songhay and Mali civilizations of history. Ruling in the name of the People, the nation shall henceforth be known as the Malian Empire of Songhay. In the name of the great Peoples of Africa, the glories of times past shall be revisited, in fact, surpassed into a new age of prosperity and growth. So begins the New Era

Dia Kenken, seeing the support for reunification amongst his
people, ignored the recent attempt on his life (and didn't ignore

THE MIXTEC ALLIANCE NNN

DIPLOMACY: None
Tezozomoc tried to recover from the shock of the Aztec assault;
the first step in the healing process was to order the Aztec heir
sacrificed the the gods. No, that didn't do it; so he built up
his army, but he no longer had the resources he once had enjoyed.
His 2,000 infantry could not hope to win against the 9,000 troops
under the Aztec banner.
The feared day came when the Aztecs showed up demanding the Aztec heir; Oops! This is going to hurt. Once the Mixtec failed to produced the lad, the Aztec army launched a devastating assault on the Mixtec center which collapsed immediately. The Aztecs burned the capitol and destroyed all government records; they then hunted down the Mixtec leadership and returned the courtesy they had shown the Aztec heir.
With their moral shattered the Mixtec Alliance collapsed.

Taycanamo learned of the capture of Chalcuchima and he sensed an
overwhelming feeling of dread. Could anything turn back the Incan
tide.

THE MIGHTY INCAN EMPIRE
Tatam Yach
DIPLOMACY: None
Tatam gathered his forces and assaulted the Chimu city of
Chanchan with a force of over 10,000 infantry under the command
of Chalcuchima. As the Incans approached the walls, Chalcuchima
realized this would not be easy. After the first assault was
beaten back, Chalcuchima personally lead the second assault. As
he and his personal retainers cleared the wall, a lone spearman
broke through the group and pierced Chalcuchima through the
chest. He died instantly and his enraged comrade turned on the
remaining defenders and quickly overwhelmed them. Tatam took the
news of Chalcuchima death poorly and avowed to make this a short
war.
