ANNOUNCEMENTS AND GM COMMENTS
Welcome to Lords of the Earth, Campaign 31! This is a game of empire building set in an historical setting. You will have the chance to control the rise and fall of empires through political, economic, military, espionage, and religious activities. Since this is an open-ended game, covering a span of centuries, you will have the opportunity to do pretty much anything you can imagine.
I'm shooting for a 4-week turn-around for this campaign - two weeks for you to submit your orders and two weeks for me to process them. Maps are available on the Lords-31 website.
If you want to submit material for the Newsfax, either as the "mouthings of the emperor" or as background material to help me write things up, by all means do so. However, I reserve the right to make necessary changes.
Things to consider: I developed this campaign based on historical situations as best as I could determine. If there are any glaring mistakes in the setup -- we'll just say, welcome to my version of reality. Most countries start with very similar government stats in order to prevent any gross errors on my part form imbalancing the game right from the beginning. There are some inherent instability in some countries but those factors may not cause historical results. Likewise, inherently stable countries can have unfortunate events occur to them, though no events have been preordained.
I sent out a policy for payment of fees, etc. in the admin instructions prior to Turn one being due. I am now modifying that policy due to a circumstance that may have occurred. If your country is negative in balance, I'm going to give it away to someone else if that is not resolved by the next turn's due date. If your country has a zero balance and no orders are received, I'm going to offer it to other potential players. The reason for this change is the possibility of someone using an alias e-mail name and address to get the stat sheet of another nation and then not sending in orders or fees for that position. The position then suffers a terrible fate due to perfect information on the aggressors part with no movement orders for the defender. If I have to give up a player position, I will hold processing of that part of the world until a replacement player has the opportunity to submit orders - typically the same day.
That brings us to the status and execution of NPN's and positions that fail to turn in orders. I will use my "best" judgment in these circumstances; if the players near this position are actively participating, then the NPN will be very passive, concentrating on PWB and investments. If the nearby players are not very active then the NPN will move out and try to DP the adjacent regions.

RULES ERRATA AND REMINDERS
Colonization: Any region that is cultivated or has been cultivated and is less than 2 GPV can be increased in value up to 2 GPV for the cost of 15 gp and 15 NFP per GPV of increase. Any named island can be colonized to 1 GPV.
Mercs: Countries can hire out their troops as mercenaries as long as they provide a leader to go along with them.
Holy Roman Empire: National regions inside the Holy Roman Empire need not be contiguous in order to maintain control over them, though distance requirements are still in effect.
Mercantile Combines: A Mercantile Combine can trade with interior countries provided they have at least a BO in a city of the interior country and can reach a port city with at least a BO in it. The BO in the interior country can be no further than 1/2 their tech level in action points away from that port. In addition, that combine can conduct trade for the interior country by allocating MSP to that route, indicating a level of transportation assets committed to servicing that route. This conduit will count as one conduit for overseas trade.
A clarification to the rule book: a combine can only handle
one side of the trade between two nations. It is the
responsibility of the combine to redistribute income from the
routes his handles for his clients. Trade income received in turn
2 will be redistributed by the combine in turn 3.
Religious Orders: New status codes will be applied to religious orders. They are similar to Primate control statuses except they will allow for a slight increase in the amount of NFP generated. Also, the Religious Primate and a Religious Order (of the same religion) can maintain a status level in the same region or city. However, the Religious Order status cannot go higher that monastery (rmn) if the Primate has a monastery (mn) of its own. No two Religious Orders can maintain higher than abbey (rab) in the same region or city.

Robert III
DIPLOMACY: None
Robert continued his profitable ship building venture with the
Hansa. William went on a vacation and never came back. Prince
James help his father reign and was blessed with a daughter in
1410 and a son the next year. Gold was discovered in the
Highlands, raising that region's population dramatically.

THE KINGDOM OF ENGLAND
Henry V
DIPLOMACY: Connaught (nt)
Henry IV went to Ireland, hoping to improve relations throughout
the Isle. Unfortunately, the damp coldness of the place was more
than he could bare and he died shortly after getting Connaught to
recognize English rule. With the news, Henry V took the reigns of
power, uneventfully, after a crowning ceremony lead by
Clementine, himself. He saw the withdrawal of the last English
troops from the mainland. The university at Oxford received a
large influx of royal assets, indicating a new age of learning
and culture in England.

DIPLOMACY: Oslo (f)
Queen Margaret rules her kingdom with a gentle hand; she gains a
friend in Oslo but efforts in Stockholm failed due to the sudden
departure of the Bishop John for Burgundy. The Queen's government
was strengthened in an effort to rule the vast reaches of the
Kingdom.

Charles received Calais from England and consolidates his hold on
the city. Brittany, Limousin, and Gasgony draw closer the Crown.
Charles receives from administrative support from Clement. A new
age of enlightenment has dawned in France.

THE DUCHY OF BURGUNDY
John the Fearless, Great Duke of the West
DIPLOMACY: Vermandois (t), Nivernais (t)
The Duke goes Nivernais and Vermandois to release
them from the stigma of occupied territories and to bring them
willing into the Duchy's open arms. Philip the Good came over to
Vermandois in the spring of 1412 when he came of age to marry
Bonne dArtois, daughter of the Count of Artois (the most
powerful noble of the region of Vermandois). The chancellor,
Guillaume de Balsace, and his brother-in-law, Jan van Brabant,
administer the Duchy quite ably in the Duke's absence.

DIPLOMACY: Abbeys in Bavaria and Augsburg, Sussex (mn)
Clementine tries to rebuild the shattered peace of Christendom;
he sends Guibert to Bavaria to try to reinstate the Elector. He
also travels to London upon hearing of the death of Henry IV
where is crowns Henry V with all of England watching.

THE SWISS CONFEDERATION
Edward III
DIPLOMACY: Lombardy and Swabia (some effect)
The Swiss Confederation joins the German Alliance with Austria,
Brandenburg, and Saxony. The Swiss are signatories to the
"Grand Alliance", consisting of an alliance between the
Italian League (Venice, Genoa, Naples, Milan and Florence) and
the German Alliance. The Swiss puts their forces on react and try
to convince Lombardy and Swabia of the benefits of
self-government. (See Hussites)

THE DUCHY OF AUSTRIA

DIPLOMACY: None
Albrecht is forced to relinquish Bavaria as a result of the harsh
treaty of Prague in 1409. The Austrians looked to others now to
form a protective alliance against the heavy hand of the Emperor
and his Hussite demons. The Duchy of Austria is officially allied
with the Swiss Confederation, Saxony, Brandenburg, Venice, Genoa,
Florence, Naples.

With the Bavarian Elector's reinstatement in Augsburg, the

Frederick brought his army back from Alsace, disappointed in
Bohemian interference. He did gained the full support of the
nobility of Thuringia, however.

Let it be known to one in all that on this day, January 1st, in
the Year of Our Lord 1409, the sovereigns of Austria,
Brandenburg, Saxony and Switzerland do formally and without
reservation enter into a binding agreement, heretofore known as
the German Alliance. Also, let it be known that the German
Alliance has been formed as a purely defensive alliance of these
German realms. Any unprovoked militarily action taken against any
regions of the states that comprise the German Alliance will be
considered as an attack upon all of its members. Lastly, any
realms contiguous to German Alliance lands will be welcome to
apply for membership..

DUCHY OF BOHEMIA

DIPLOMACY: Alsace (fa then n), Siliesia (a), Meissen (a), Moravia
(f)
Wenceslas waits in Franconia to see what Brandenburg or Austria
might be up to. When nothing happens, he moves into Alsace to
entreat with the nobility there. He convinces them to become
feudal allies but before the deal was completed, rumors and
innuendo cause the agreement to fall apart. The Duke had better
news from other diplomatic areas to the east. (See
Hussites)

HUSSITES - Order of the Cross and Cannon
Jan Hus
DIPLOMACY: Churches in Dijon, Warsaw, Burgundy, Bavaria, Holland;
Abbeys in Poland, Bakony, Alfold
Hus, carefully watching the Austria and the Swiss, sought to
spread his reach across Europe. His order grew to the North Sea
and to the Danube.
(From Switzerland/Bohemia) While most of Europe watch to see if the Austrians evacuated Bavaria, Hus watched the Swiss, expecting them to leave Swabia. Apparently, he was the only one that expected this. Since the Swiss did not leave and had no intentions to do so, Hus ordered is sword arm, Jan Zizka to march into Swabia and expel the Swiss. In the spring of 1410, Zizka left Prague with 3,000 Hussites (to include 4 batteries of elite cannon) and over 2,000 Bohemian infantry and cavalry.
As Zizka crossed the frontier, he was met by 4,000 Swiss pike along with a couple of newly formed cannon batteries. The Hussites had the advantage of being led by the best general in Europe along with having the only cavalry on the field and a significant contingent of elite troops. The Swiss met the challenge with a general almost as great as Zizka and an army made up almost entirely of Swiss pikemen.
Zizka opened the battle with fire from his cannon and then sent his own troops against the right flank of the Swiss; the Bohemian troops were to be held in reserve. As the Hussites and Swiss grappled with each other, it was clear this would be a long day as neither side could find a weakness. However, the Bohemian commander, thinking the Swiss had weakened their left to support their right and still chaffing from being held in reserve, committed the Bohemian cavalry against the left flank of the Swiss. The bold charge of the Bohemian aristocracy was completely shattered on the stalwart line of pike. See the cavalry virtually destroyed, the Bohemian infantry broke from the field. Zizka, realizing his own right was threatened, because of the routing Bohemian forces, had no choice but to withdrawal from the field.
Zizka made his way back to Prague but news of the defeat had
preceded him; Jan Hus was not pleased with this turn of events.
The Hussites lost 600 men but this pales in comparison to the
2,000 lost by the Bohemians. The Swiss, it was estimated, lost
over 2,000 men themselves.

THE KINGDOM OF HUNGARY
Sigismund, King of Hungary, Holy Roman Emperor
DIPLOMACY: None
The Emperor saw to that Jobst, the Elector of Bavaria, was
reestablished in Augsburg with Imperial guarantees that he remain
established in Bavaria. Sigismund, also sought to rebuild his
army after the heavy fighting at the gates of Vienna. He was
blessed with a daughter in 1411 and a son in the spring of 1412.

THE KINGDOM OF CASTILE
Enrique III
DIPLOMACY: Andalusia (t), Murcia (t)
Enrique reacted swiftly to the Granadan invasion; agents from all
of Iberia swarmed into the camp of Hassan. First assassins
wounded the bold leader then disention was spread throughout the
ranks of his troops. As Christian forces poured into Talavera,
Hassan's commanders had had enough. They stormed into Hassan's
tent, cut off his head and sent it back with the emissaries of
Enrique. Enrique granted them free passage back to their homes
but without their weapons.
Then he closed in on Granada. The acclaimed defenses had been
torn down a few years earlier to help build Hassan's invasion
army; now there was nothing to stop the combined Castilian -
Aragonese forces from storming into the region and capturing the
wall-less city of Madeira. So ends the last Islamic foothold in
Western Europe, in fact, the last foothold in all of Europe.

THE KINGDOM OF ARAGON
Pedro IV
DIPLOMACY: Palermo (a), Cyprus (ea)
After helping Castile solve the Muslim problem, Pedro and John of
Portugal build a port city of Palmo in the Baelerics. Pedro then
allows Paphos in Cyprus to pay tribute to Portugal. Juan returns
home to rule and build the dynasty.

DIPLOMACY: None
Raymond grants the English rights to Bilboa as he expands the
size of the city. He also sends Ferdinand on a quest down the
African coast; he returns with some interesting news. John, the
heir, sires a son in 1411.

THE KINGDOM OF PORTUGAL
John I
DIPLOMACY: None
John ordered the city walls rebuilt for Lisbon and signed a trade
conmpact with the Hanseatic League. He, again, sent Alfonso down
the African coast, this time to Akan. Allfonse landed unopposed
and moved into the interior to claim the region. He quickly
crushed all local resistance and established a Portugese presence
in West Africa.

THE EMIRATE OF GRANADA NNN

DIPLOMACY: None
As Hassan prepared to move into Portugal, he was attacked by
Iberians claiming to be from Aragon. Hassan was seriously wounded
and delayed his departure for several months. By the time he was
ready to move, Iberian agents had spread all kinds of rumors
among his troops. One day in late August, several of his
commanders asked for an audience; it was the last audience he
would ever have. (See Castile)

THE DUCHY OF MILAN

Doria joins the Italian League and becomes a member of the grand
Alliance. His son woos Avignon and brings them in as a tributary
to the Duke. News arrives about the Hussite attack into
Switzerland and the Duke orders Nicolo to respond. Before Nicolo
could reach the Alps, a messenger came down the pass, telling all
of the defeat of the Hussites.

The Doge joins the Italian League and signs a peace treaty with
Austria.

Isralo continued to strengthen his army. He also came to terms
with Aragon regarding the status of Rome. Latium was fully
integrated into the Kingdom and Rome became an economic ally..

DIPLOMACY: Sardinia (f), Romagna (ea), Varna (t)
Lorenzo starts the Italic League, with Milan, Venice, Genoa and
Naples(?) joining him. Most signatories also join in the Grand
Alliance with the Germany Princes. Lorenzo removes Florence from
the Empire (Holy Roman). He does get the Ottomans to give him
access to Varna on the Black Sea.

DIPLOMACY: Alexandria (mf), Heraclea (mf), Phocea (bo), Awlil

Grimaldi continues to spread his influence across the
Mediterranean basin, signing minor contracts with Florence and
the Ottomans. Looking the the future, he establishes a foothold
on the west coast of Africa.

THE KINGDOM OF POLAND AND LITHUANIA
Jagiello, Duke of Lithuania and King of Poland
DIPLOMACY: Kiev (f), Chernigov (ea), Prussia (t), Konigsberg (t)
Jagiello brings the city of Kiev fully into the kingdom and
strengthens economic ties with Chernigov. He cements his
relationship with his old eneiy, the Teutonic Knights. The army
was reorganized and redeployed. Jagiello signs an alliance with
Bohemia and Hungary - the stage is set.

Conrad von Jungingen, Grand Master
DIPLOMACY: Denmark (rmn), Lithuania (rmn), Berlin (rch), Lausatia
(rab), Vilna (rab)
Conrad von Jungingen made consessions to Poland to give them
access to the Baltic through Konigsberg. The Knights reach is now
into northern Germany and Denmark as well as further into
Lithuania.

Alexander makes friends with the people of Vologda and made
closer economic ties with Onega.

Basil II takes the reigns of power as his father
succumbs to a long fight with the cough. Yaroslav is brought into
fold and investments are made across the board.

THE KHANATE OF THE GOLDEN HORDE

STARTS WITH: Urkel (f)
The provinces on the border with Russia are in
revolt. The Golden Horde claims no knowledge of the reason why
such a thing would happen "I am shocked, shocked to
find there are revolts on the border." Thus spake
the Khakhan. It was clearly time to saddle up and ride for the
unruly frontiers. His Genoese advisors, meanwhile, noted that
this was in ideal opportunity for Toktamish to enrich his realm.
If he enslaved all those nasty Russophiles on the borders, he
could create a buffer zone/wasteland, and then use the miscreants
to build the Volga Canal. An assistant hands a large scroll to
Ludovico Avogadro, the Khan's interpreter, who unrolls a large
drawing of the canal winding its way from the Volga to the Black
Sea, ships laden with gold sailing to Astrakhan, and some sea
nymphs happily cavorting on the waves. "Looks good.
Let's do it," says the Beloved of Tengri.
Leaving the siege engineers in town, and adding some newly trained light archers to his retinue, the Horde marches to show them what for. Prior to being entered, each province wil be declared "in revolt," i.e. independent, so as not to be killing our own people. After subduing Seversk and Murom, he announces that only the Mordvins remain to be punished. After they are added to the masses driven on with the lash, the whole lot of them are marched to the border of Torki and Patzinak and set to work. A tumen of horse archers is left to oversee the work, and the Army marches home.
The Khan decides the religious representative need to be weeded out some more; the Buddhist leader and thePersians are sent home with lavish gifts - their lives for example.
Both the Bolgar and Pechneg allies die with Bolgar going
neutral and Pechneg dropping to non-paying tributary.

THE PRINCIPALITY OF SERBIA
Stephen Lazarevich
DIPLOMACY: None
Stephen answered the call of his Lord, gathering his army and
moving into Macedonia. The Byzantine field army remained north in
Constantinople while Stephen reduced the fortification of
Macedon. By the summer of 1409, he moved on to the city of
Thessaloniki. There he met up with the Ottoman "fleet,"
which was able to help him isolate the city. Likewise, the
Byzantines navy was nowhere to be seen. After a year long siege,
the city surrendered, though some gave thanks it was to Serbia
and not Turks.

Manuel, believing peace was the order of the day, sent Alexander
to Pontus, with the navy, on a diplomatic mission. By the time he
returned, Macedonia had been lost. He was unable to return to
Constantinople due to a blockade by ... Knights of St. Johns?
There are reports of the main Ottoman army crossing over into
Thrace.

Bayazid gathered his forces and moved in to Europe; the
Byzantines had outlived their usefulness. He had the
"fleet" aid the Serbs in their attack on Thessaloniki
while he moved towards Constantinople. But fate would intervene;
at the last council meeting before the attack, Bayazid succumbed
to food poisoning and all operations came to a standstill. His
son, Sulieman, had just come of age and quickly moved to assume
control of the country.

Ottomans never showed up. He did have Louis to build a cathedral
in Malta.

Shah Rukh ordered a census be taken and ... Lo! It was done
(since he did it himself). He also started to rebuild the area
after his father's extended parties. Agents were sent abroad to
learn what they might learn, the results prove its better to be
lucky than good.

Bartuk was eager to rebuild his shattered nation and without the

THE MIXTEC ALLIANCE

DIPLOMACY: Nahtuatl (fa, then hm), Tarascan (fa), Tepuztec (f)
Timing is everything; Tezozomoc demobilized almost half the
national army, sending the troops to work various projects
throughout Zapotec. He then moved to Tarascan and sent his son to
Nahuatl. To his surprise, the Aztec son arrived at the tarascan
court about the same time he received the word of the Aztec
attack on his capitol. Again, timing is everything. It was
fortunate for the young heir that he wasn't killed, outright.
Messengers came to Tezozmoc, telling to tale of the city's
fall and the rape of its population; he could bare no more. He
went into his chambers and drove a dagger into his heart. Cuztec,
learning of his father's fate and always the opportunist, sealed
a deal with the leader of Nahuatl. He would make that worthy heir
and his land the center of the Alliance. The naive young man
bought it hook, line and sinker.

Taycanamo learned of the Incan buildup and rushed home to counter
their blow; with just less than half the Incan army, he met them
two days outside Chanchan. (See Incas)

THE MIGHTY INCAN EMPIRE
Tatam Yach
DIPLOMACY: Wairajikira (t)
Tatam had had enough from the Chimu upstarts; he ordered his army
to levy addtional troops and he moved north into Moche. With the
help of his Nazca allies, he crossed the border with some 8,000
men under arms. As he approached the capital, Taycanamo emerged
with almost 4,000 troops of his own. The Incans had better troops
and some advance scouting to help them while the Chimu had
slightly better leadership and the advantage of fighting on their
own turf -- in other words, an even match, except for the 2:1
odds the Incans brought with them.
Tatam did not want to leave anything to chance, so he launch
an immediate frontal assault. Soon the supperior numbers began to
take their toll and the Chimu army began to buckle in the center.
Once the cohesion of the defenders collapsed, the rout was on.
The Chimu forces were completely destroyed while Tatam lost about
1200 men. He quickly moved to the capitol to conduct a passive
siege but was unable to block access to the port facilities.
