Notes:
I am using all of the house rules Phil has passed on to me. I am considering what will be kept and what will change, but I assure you that I do not plan on making any changes quickly, or lightly. I will let you know as I consider them.

HOUSE RULES:
Any cultivated region can be colonized to 2gp by spending 15gp and 15nfp per level Any named Island can be colonized to 1gp (with a few exceptions)

Any or all of your support cost can be paid by nfp at 1nfp = 2gp

Recruitment A Merchant house, Open Nation, or Secret Empire may spend gp in 25gp blocks to attempt to get nfp for Megalithic Projects. Base amount is 1d6 -1 for open nations and -2 for SEs. Note to SEs zero or less nfp result may get you exposed.

I am using the Lords 17 combat system.

Note that the Combat values for Warships are what they are worth in land combat. For Naval comabt they are as follows:
HEW = 3, HW = 2, EW = 2.25, W = 1.5, XEW = 1.5, XW = 1
Troops on ships Elite Infantry any Type = 1.5
Regular Infantry any Type = 1
Inexperienced Infantry, All Cav, Siege, ART = 0.5

Lords 11 Unit Conversion
Each point of cavalry and infantry represents 500 fighting men.
 A warship or transport point = 1 ships with 500 men aboard each ship.
 A siege point = 500 sappers or 5 ballista, catapults, siege engines, trebuchets or battle towers.
 A field fort point = 1 fort manned by 500 men each.
 A wall point = 10 feet of city wall ramparts.

Because I don't like "Magic" Numbers I am using percentages for basically all bonuses i.e. normally for every 5 ap extra spent on an action you get a +1. Now each ap is worth +0.20. So 5ap still gets you +1 but instead of 4ap being useless it has an 80% chance of getting you a +1. Same basic system is used for gp bonuses

UNIVERSITY LEVEL
Please note that there is a maximum useful university level, 10 is the max you will want and then only if you are a theocratic caste slave state for each that you aren't subtract one, if society and/or economic is open subtract one each, if half of your income is from cities or trade subtract another one. So somewhere in the 5 to 7 range will max you out. Maybe less depending on your religion and location in the world

The Minomoto Shogunate

Waves washed on the shore of Saga from across the Tsushima Strait, large waves like a storm but without the wind... Following the waves came a ship, a messenger from the fleet in Shirai. The earth had shaken fiercely in Chejudo destroying roads and villages. The city of Shirai had been thrown into the sea and the fleet Admiral missing, his ship crushed at the wharf. The fleet captains had panicked and fled as quickly as possible, at times over running each others vessels trying to make it to open water  and out of the way of the waves which smashed out of Shirai harbour. Finally, a senior captain rallied the fleet and with some ships unaccounted for, returned to the ruins in Chejudo. More than half of the city of Shirai had vanished under the waves and the populace scattered to the hills. Still the ground shook, not as fiercely, not as often, but a reminder of what had passed.

Fortresses were built next to Sendai, Suunto, Nagasaki and Nan Matol and those grew up around them.

An heir was finally born to the nameless shogun, a daughter was born in 1252, and a son in each 1254 and 55.

Shinto missionaries sent to the Hindi regions of Luzon and Mindanao failed utterly.


The Tungus Kingdom of Po-Hai

A scandal at the temple caused widespread rumors of ineptitude and greed. Priests were scorned and the peasants stayed home rebuffing the teachings. Religous fervor had turned to callousness.

Wer Jai, however remained devoted and was rewarded with the births of 4 children by his wife, 2 sons and 2 daughters.

Missionaries sent to Amgu met with some success despite nationwide dissention at home.


The Da Tang Empire

An army of diplomats stormed the steppes offering money and preaching the benefits of civilization. There efforts met with much success.

At home, construction began on a large government complex from which the buearocrats will someday run the vast Empire.

Cultivation projects were started in Chahar, Wudan, and Tumet.

Missionaries sent to Lang Shan, Wudan, and Charhar met with some success. Those in Tumet failed, and in Tungpu, Missionaries were met with viloent protest and many innocent lives were lost.

Diplomacy: Camoweal(f)

Focusing on improvements, Japaljami expanded his capital of Nerann and sent more colonists over the mountains to Yaraka to expand settlements there. Making expansions at home, he fathered two more daughters, but finds himself still longing for a son.

In the north, Woorak impressed the tribes of Camoweal with the generosity of Goolbura and the beauty of the King's sister, Calca, who married the local chieftan. The region of Camoweal embraced the nation and a Royal Road was built from neigboring Aanx to the port city of Mulga.

On a sad note, it was reported that the elder, Girra, died in the homeland in service to his country.

THE KINGDOM OF BURMA

As the infamous mercenary Shark prepared to leave Burma, he was killed when the gangplank to his ship collapsed, crushing him between the ship and the wharf. The mercenary troops all returned home, leaving King Leandri to contemplate the future of south east asia.

The capital of Kawan was expanded and settlers were sent off to expand settlements in Ilhand. The settlers built many improvements in the region as part of a campaign throughout the nation to improve services for the citizens. This included a new road stretching all the way from Cim to Yayik.

While attempting diplomacy in the Kama Bulgar region, an unnamed diplomat was wounded in rioting that broke out when his diplomatic overtures were rejected.

Sultanate of Iraq

Diplomacy: None

Having changed his mind regarding peace with his neighbors, Merkid gathered his army of 200,000 men and his best generals and marched off to war. He quickly captured Palmyra and it's city and continued on to Aleppo heading for the capital in Antioch. The fortifications of Aleppo proved more dangerous than expected and Merkid son and heir Ogadai died along with thousands of troops overcoming the defenses and another general was captured and taken in to Antioch. Enraged by the death of his son, Merkid stormed the city walls. As if Allah himself had turned against them, the Iraqi army killed only themselves on the walls of Antioch. Merkid had not realized Aleppo had more than 270,000 soldiers inside those walls.

Merkid's second in command saw the Sultan's banner disappear as his company was overrun in a counterattack. Realizing that Merkid was gone, he ordered a retreat to Palmyra with little more than half of the once impressive army.

Word travelled quickly that Merkid was gone. Back in Baghdad, the commander of Baghdad, declared Prince Ogadai's son to be heir and sultan, and declared himself regent. The General in Palmyra rejected this claim and declared himself King of Iraq, leaving a garrison behind in Palmyra, he took the army back to Baghdad, where, forces loyal to Merkid arrested the General and executed him in the main square of the city. The Regent assumed control of the remaining forces.


THE KARIMID SULTANATE OF ALEPPO

The Iraqi invasion hit Aleppo hard, but Antioch was strong and the Iraqi army broke like the tide on the walls and retreated to Palmyra leaving behind a valuable prisoner, the Sultan Merkid himself! When word came of civil war in Iraq, and the retreat of the Iraqi army from Palmyra, Walid had his forces clean up in Aleppo, and ordered a grand Mosque to be built in Antioch to give thanks for their lives. The Iraqi issue would be dealt with in time.


AL BATNAH HORDE

Sheik Mohammad, Defender of the One True Faith
Diplomacy:

There was much grumbling and chaos in Mohammad's army culminating in 3 of his soldiers attacking his tent in the night. The three were caught and under torture revealed that they had been armed by missionaries from the Servants of the Great Shaman. A cry went out and it was found that more missionaries were active in the region. They were driven out and Mohammed regrouped his army for the march.

He led 230,500 men south in to Gurgan where he crushed the local tribes, converting them to Shia.
He repeated this process in Khurasan where some 10,000 local tribesman fell to his sword without slowing his army. He proceeded through Dasht'Kavir, Khvor, and Dasht'E Lute, before coming to Shadad in late 1255. From Khurasan to Shadad he crushed the local tribes, converted them to Shia, and settled his people, losing about 17,000 men along the way, but establishing a new Shi'ite nation in the region.

THE MAKURIA KINGDOM OF NUBIA

Diplomacy: Suakin(a),Napata(fa),Aswan(un),Alwa(a)

Mandulis worked to expand the Kingdom, building a the city of Alwasira in the Alwa region, and sending colonists to repopulate the Gezira region. Lieutenants were sent out to the corners of the kingdom meeting with chieftans and solidifying support for Mandulis. In Aswan however, Sunni Clerics gathered to reject overtures from Benowan, the Nubian leader who had come seeking alliances and asking for the hand of the Aswan chiefs daughter for the Nubian heir, Samenkhkare.

Missionaries sent to Askum met with some success, slowly but steadily rolling back Islamic influence there.

The king rested after his recent years of improving the country, and the citizens rejoiced in all of the free time they had to not be productive.


THE ZAMBEZI CONFEDERATION

After much diplomacy by Mugabe, the Chief of the region of Uige swore allegiance as a full ally to the Confederation, bringing his army of 3500 men with him. Mugabe, delighted with the news, but exhausted from his years of public service, passed away in the tribal chambers in Uige.

Missionaries to the region of Karanga continued to successfully woo converts, with much of the region accepting the Zambezi Reformation Church.

In Karoo, however, resistance to the Zambezi church, turned ugly in 1254 when missionaries were killed and Bishop Dodonda was seized by an angry mob. It is rumored that he is being held by tribes somewhere in Karoo, but his fate is unknown.

THE OMOTE HORDE

Horde Diplomacy: none

With the horde camped in Matadi, Khan regrouped his army of still some 269,000 men to prepare to continue the destruction of Kongo. In the ruckus of preparations and training, a group of infantrymen stormed the central camp of the tribal council, setting fire to the tents and slaying the guards. Factionalism seemed to spread quickly through the army as soldiers from different villages struck out against each other. Khan grabbed a spear and rallied troops, killing those who would not listen. But there were too many and in the chaos, the Khan was struck down and bled to death in the mud of Matadi.

BAKONGO KINGDOM

Samali, Lord and Regent of Bakongo

Bishop-general Lantali ran south to Matadi with sacks of gold for the Omote horde. Some meetings had been arranged with soldiers of the horde, and he paid them well as had been promised. The soldiers then raced back to the main encampment cheering and rallying their fellow villagers as they joyfully set fire to the camp and struck down their former comrades. The camp was broken and Lantali sent word to back to King Naboto and General Samali of his success. General Samali brought the army down to Matadi to clean up the remnants of the horde that had not fled back up the Kongo.

King Naboto was relieved by the victory. The back of his oppressor was broken, and with luck, his nation had been saved. More joyous still was the birth of a son and a daughter from his wife. He would finally have an heir. Out on a hunt celebrating the birth of his son, King Naboto was bit by serpent and died before he could be returned to Mukenko. Upon hearing of Naboto's death, General Samali declared he would safeguard the Kingdom for Naboto's infant son, and future King of Bakongo. Samali brought the army back to Mukenko and set himself up as Regent for the young Prince.

In the Lui region, heavy rains caused flooding, washing out roads and damaging villages.


THE IBO KINGDOM OF THE BINI NATION

Princes Oderinde and Marimbo led 300,000 infantry south into Kongo to defend the Kingdom of Bakongo and support the city of Mukenko. After the Omote Khan's forces were routed, they returned home to Ife.

At home in Ife, General Senghora fell ill and died.

The cities of Azare, Sokoto and N'gouri were expanded.

Word reached the capital in Nigeri that a great fire had been spotted on the northern border near the city of Jos in Zaria. Refugees coming south reported that the ground shook fire lept from the earth burning everything in it's path. The city of Jos was abandonded to the flames and the farms of Zaria were destroyed in a burning rain. Though the smoke was first spotted in 1252, by 1255 a dark smoke still hung in the skies and villagers shied away from what they called 'the haunted lands' of Zaira.


THE KINGDOM OF BURE OUAGADOU

Emperor Kicksumbuti announced the engagement of his sister, Princess Sabala to Baron Zuki, who is off on a diplomatic campaign in the south of Bure Ouagadou.

In 1254, the Emperor's wife bore him a son, and then another daughter in 1255.

Neither Baron Zuki, nor Baron Igbo made much progress in their diplomacy with new regions seeming reluctant to join the great nation.


THE BORKOU HORDE

The Borkou built a new port city in Al Sidrah, while the Khan met with representatives of Spain. A princesses Diamante and Esmerelda of Spain were given in marriage to the Khan, who happily accepted the beautiful gifts and promised to hear out the Spanish in the future.

THE PECHNEG KHAGANATE OF LEVEDIA

The cities of Cherinihiv on the Dnieper in Chernigov and Kremenchuk in Pereaslavl were built and improvements were made in many of the country's other cities.

In 1251, there was much celebration as Baran's eldest son was declared his heir, but the celebration was short lived as that same year the youngest of his three sons died on a hunting expedition in the country.

Later in 1253, Baran's brother, Prince Piotr died in the field, while leading his army escorting new settlers in Atelkuzo.

The cities of Trebizond, Athens, Pelles, and Smyrna were expanded. A new port city, Eros, was built in the islands of Kyklades. The region of Isaura was resettled, and, the port city of Myra in Isaura was rebuilt.

A road was completed from Phrygia into Galatia.

In 1253, A daughter was born to Adrian's heir, Arron, and in 1255, one of Adrian's youngest sons died of consumption.

Koeslin in Sorbia and Halidun in Lausatia were built.

Frederick once again sent his armies out again enslaving the populations of Daugava and Novgorod. He then settled tribesmen in those regions along with the region of Latvia, Estonia and Kirivich. Losing about 10,000 men in the process.


THE OSTIG KINGDOM OF SWEDEN

Thor, Fire in the North, King of Sweden
Diplomacy: None

The cities of Halmstad, Oslo, and Helsignor were enlarged, and King Tord oversaw the construction of fortifications around the city of Valhalla.

Prince Thor led an expedition to colonize the Shetland Islands. After the colony was established, word reached the expedition that King Tord had fallen ill and was not expected to live. Thor returned to Stockholm and was crowned King when his father passed away. King Thor declared his son Prince Etar as his heir, and after a period of mourning, the nation celebrated it's new King.


THE MAGYARORSZAGH KINGDOM OF HUNGARY

The cities of Riverhome, Rotterdam, Bremerhaven, Wien, Budapest, Szeged, Mohocs and Veszprem were all expanded.

Missionaries in Bosnia suceeded in converting some of the locals.


THE SAXON KINGDOM OF ENGLAND

The Isle of Man was colonized and the port city of Douglas established.

The Royal Academy was established in a small suburb of London today, at Cambridge. Originally intended for the Royal family, it has now been opened for the betterment of all nobility, so as to enhance their governing abilities. Other Roman Catholic nations are invited to send their Nobility here for a higher education. In other related news, the city of London grew to an unprecendented size, as numerous workers flocked to the city, seeking new employment opportunities.

THE ROMAN EMPIRE

Diplomacy: None

The Caesar's heir, Fabius Augustus, took command of most of the military, which he set up in Latium to defend the state. Improvements were built in Pisae and new defenses were added around Rome.

A new road was completed in the southern Alps, linking the regions of Liguria and Savoy.


THE KINGDOM OF BURGUNDY

Royal Roads were built from Lyonnais to Provence and  from Anjou to Aquitaine. The heir, Korjulian III, was bore a son by his wife in 1252, and a daughter in 1254.


THE EMPIRE OF SPAIN

Isabel I Queen of Espaņol
Diplomacy: Brittany(f), Poitou(f)

The cities of Sevilla, TanTan, Astin, Juby, Santo Malo, Barcelona, Ponteverde, Chavron, Almeria, Baruklin, Montpelier, Expresso, Bogarta, and Fartrico were expanded.

An army of Spanish diplomats moved to meet with the Borkou taking with them gifts of gold and daughters of Spain. Shortly after arriving, Lord Horado fell ill and died, but the other diplomats carried on in their efforts. After two years in the 'court' of the Khan, Prince Francisco also fell ill and died; despite the terrible conditions, the diplomats pushed on with their efforts and in 1255, the Khan seemed to take serious the concerns of the Spanish court and expressed a willingness to perhaps consider the Spanish position in his politics.

Missionaries to Almaden and Marakesh met with mild success.

THE VIKING COMMONWEALTH OF EFULAND

Ironhelm was enlarged, and peasants were moved out to Micmac, expanding the settlements there.

Missionaries sent to Chowan had some success. Brightwing and Ender II went down to Chowan to persuade them to join the Commonwealth, escorted by an army of some 43,000 men and cavalry. The Emerald Mound was already there, Prince Riverwind and 1,000 cavalry were meeting with the tribes of the Chowan.


THE ILLINI NATIONS

The city of  Wagosh was expanded and a road was built from there down to Nunuyok in the Scioto region.

A son was born to Chief Chato Touli in 1254.


THE FEDERATION OF CREEK

Runing Bear II, Sachem of the Creek

Running bear set out to improve the nation Minndesoa was expanded, and cultivation projects were begun in Manitoba and Cheraweya. The tribes did well under his guidance.

Walks-with-Wind embarked on a spiritual quest and left the tribes to seek guidance from his totem. Four years he was gone, he returned nearly a spirit himself, gaunt, with a madness in his eyes. He was found raving about war and water, fire, and death, that the earth itself was agitated and death was coming for many. Running Bear consoled Walks-with-Wind and the tribes elders took him into their care. Word soon came that Walks-with-Wind had left this world, his journey to great for his body to bear. The elders mourned the brave warrior.


THE SECT OF EMERALD MOUND (Natchez)

Akshii left Riverwind behind in Chowan to conduct diplomacy while he went on to Monacan to try to convince them to join the Natchez. Akshii met with no success and died as he fled from the region.

While Riverwind had a warmer reception in Chowan, the party was quickly overturned for Riverwind as Prince Brightwing and Ender II of Efuland came to the party with a large escort to talk business. Riverwind held his ground and negotiations were in tents. Mokisun arrived with 10,000 Natchez infantry and villagers intent on resettling Nottawai. The Efuland army moved to block Mokisun from Nottawai.
The Chowans sided with Efuland and asked Riverwind to take Mokisun and his army and leave. Ender II rallied his men to escort Riverwind to the border, and tensions built as the two forces closed. Riverwind knew he was in the weaker position at the moment and pulled all the Natchez forces out of Chowan until they could assemble reinforcements. The rebuilding of Nottawai would have to wait.


THE CARIB CIBONEY

 Additional settlers moved into the regions of Taino and Catawba, swelling the populations there. And the cities of Baracoa, Constant, Iracoubo, Dala Shuf, and Caico were similarly expanded.

In 1252, Blue Alabaster died while meeting with workmen in Ciboney discussing new improvement projects in that region. Officials were not sure of the cause of death, but it did not seem suspicious. Nonetheless, his bodyguards were removed from service.

THE ALSEAN EMPIRE

The Grand Chieftan continued to busy expanding the settlements of the Alsean. The port city of Tatlayoko was built in Kwakiutl, and inland cities of Tumalo, Yuba, and Olancha in Klamath, Patwin, and Serrano, respectivly.


KINGDOM OF THE SUN

King Grizzly Bear took a wife and immediately went to work producing children, by the end of 1251, his new wife gave him a son; then daughters in 1254 and 1255.

In 1254, Chief Bison of the Chumash died and his army swore allegiance to Chief Grizzly Bear, and the region formally joined the Kingdom of the Sun.

Acaxi was expanded.

THE MAYA KINGDOM OF TIKAL

Locusts plagued the agricultural regions damaging crops and reducing the harvest. Farmers called for sacrifices to appease the gods, who seemed to slowly grow more displeased with the Mayans as the plague of locusts slowly spread.

The port of Caracas was built in Caraca. A fortress was built in Lenca.

The Viceroy of Venezuela spent the last few years in Cumangoto attempting to placate the conquered natives, while assigning troops to defend the newly built city of Gran Jukhan, off the coast on Trinidad.
